"Towards a better place to work and learn" set out a clear framework for action to support employers, individuals, and providers of skills when it was published in 2010.  It was written at a time when skills strategies were developed at regional level, resulting in dilution of local area challenges and opportunities, and before Local Enterprise Partnerships were formed.  

Despite the plan covering the counties of Lincolnshire and Rutland rather than the Greater Lincolnshire geography, the narrative and exploration of the factors that impact on the supply of skills (learners) and the demand for skills by employers remains important.
